Yep those three bolts have been put through were the lugs used to be. The blade carriers can be bought from Honda for $20 - $25 dollars. Cheaper than a non-genuine one posted out from the eBay mower shops (around $30).
Hopefully the spindle hasn't been damaged too much by those bolts or the new ones won't seat in there to tightly.

Looks like the lugs have snapped off and the bolt are replacing them.

Yeah the newer machines with the blade brake have two bolts holding the carrier on I will take a pic and show you guys its a little different to the older 216. When the mower is stopped the carrier cant be moved by hand its locked tight

I can get the bolt out no problems.....and the three small ones aren't tight but won't undo either, they just turn and I'm not sure I can get a spanner in behind the carrier. I was just curious if the three small bolts were actually stopping the carrier from coming off. Not a big deal yet but eventually I can see an angle grinder taking the 3 small bolt heads off. Just makes changing the blades one of those jobs you don't look forward to.....lol.

So if you take the big bolt out the carrier wont come off??? I thought the small ones might just be locators like the lugs if they are screwed in you may have trouble cause if you buy a new carrier it will be loose in the holes if you know what I mean

That's right, I take the centre bolt out and it won't budge.

Buy a new blade carrier and centre bolt...cut the old carrier off with a grinder and throw it away..
Drill 3 new holes for the lugs to fit into between the old holes. If your keen and can weld then fill the old holes with weld.
Probably a good idea to pressure clean under the deck too..
    Good luck!

Heres a picture of an m2 base . But from what you have said I would get the old base off then take the piece off that is on the shaft , I don't know what you call it , its on a key way on the main engine shaft and replace that piece too. You really don't want to throw it out of balance. Or try what dan said but you will have to be accurate drilling your new holes

When I took the one off the plain 216 I just undid the centre bolt and the whole assembly came off quite easily. If getting it off means having to replace the carrier, I'll wait until it actually needs replacing. Thanks for the replies guys.

With difficulty....lol. There is just enough room to get a spanner in behind the carrier. Getting the new nuts started is a balancing act with my fat fingers.....but I manage.

Mate you are doing it the hard way. Get yourself a cheap air compressor or cordless impact driver, you can use a rattle gun on the compressor , take the carrier off then do the blades, I can change a set of blades in about 5 mins. Bluey used to carry a spare blade carrier with new blades already fitted and change in the field if he had to with a cordless impact driver

I think the blade carrier is stuck. Blaktop said the blade carrier wont come off after the centre bolt is removed which means the sleeve is seized on the engine shaft (not sure if my terminology is correct). The extra 3 bolts used to replace the blade carrier lugs won't come out. Sounds like a job for the grinder.

I can get the bolt out with easy (I have a big breaker bar).....the carrier won't come off. I know I'm doing it the hard way.....that's why I started this thread in the first place......where I stated numerous times that bolt comes off but not the carrier. The whole point was to find out what the 3 small bolts were for in case they were stopping the carrier from coming off. Obviously they're not because most of them (216s) don't actually have them. If memory serves me correctly, when you undo the large centre bolt and remove the carrier you are left with just a shaft, which means the small bolts aren't holding it on.

    Thanks for all the replies.....

The three bolts shouldn't be stopping the carrier coming off as they are there to replace the missing locating lugs.

The spindle that the locating "bolts" are now screwed into actually just slides on to the output shaft of the motor. That spindle should just slide straight off too. Sounds like it is stuck on through rust, grime, buildup etc. Trust me, undoing the main, large bolt from the blade carrier, they way yours is, should result in being able to remove the lot with spindle attached. Sounds like some lube and an FBH is needed for gentle persuasion
